President Snow is the main antagonist in the Hunger Games and Catching Fire. But in Mockingjay, Katniss Everdeen realized that there is a bigger enemy than Snow.

President Snow is the tyrant leader of the entire Panem composed of 12 districts. He resides at the heart of Panem called the Capitol. He is also the head of the military responsible for oppressing districts who showed hints of resistance. He was one of the minds behind the gruesome and brutal Hunger Games - the fight to the death of 24 young men and women in the Capitol Arena, 2 from each district - to remind the people of Panem of what happens in case they resist or rebel against the government, an event which happened 74 years ago when District 13 revolted against the Capitol but failed and was destroyed.

He found Katniss Everdeen and Peeta Mellark interesting after their literally "on fire" costume presentations in the parade of tributes. Although expressed a good first impression, he became irritated with Katniss and saw her as a threat to the Capitol after Katniss defied orders to kill Peeta, offering him to commit suicide by both eating a poisonous berry called "Nightlock" to reject being used by the Capitol as a puppet in their Games. He started seeing Katniss as a rebellious girl who called the attention of the districts to somewhat silently defy the Capitol.

To get rid of future threats, he decided to commence a Quarter Quell, to celebrate the 75th anniversary of the Games. With this, all surviving victors will once again enter the Capitol arena to fight against each other to death. This is to remove all hopes of the districts seeing their victors die one by one. This is also a way to ensure the death of Katniss. Unfortunately, Katniss escaped the arena after Snow was fooled by the new Game-maker, Plutarch Heavensbee, who turned out to be one of the heads of the new rebellion orchestrated by District 13. This secret mission was also made possible with the help of the other victors who were with Katniss in the arena.

Furious about Katniss escaping and being made the Mockingjay, face of the rebellion, Snow ordered the bombing of several districts to demoralize Katniss and the rebellion and the dispersion of Capitol army to locate Katniss and also ensure the safety of everybody in the Capitol. Katniss's sister, Prim, dies in the process, after being a victim of a bomb drop.

Distracted by the tumults, Snow and Katniss hunted each other and therefore failed to see the true enemy who was President Alma Coin, the leader of District 13 and the rebellion, who aspired to replace Snow and gain control over all of Panem. Snow learns the truth about Coin's plan and the truth about Prim's death and relayed it to Katniss. Snow was captured in the end and was about to be publicly executed by an arrow to be shot by Katniss, in front of the people of Panem. But after Katniss learned that it was Coin who ordered the bombing which killed her sister and not Snow, she shot Coin instead, sparing Snow.
